What does the European Commission's progress report on Serbia really say?

Every year in October the Government of the Republic of Serbia starts reiterating that the latest report on Serbia's progress is "the most positive so far", "positive" or "the most positive in the region". The truth is that only the 2013 report might have had a slightly positive and euphoric tone when compared to the administrative, terse and bureaucratic vocabulary of Brussels, and it is no secret that the reason for this was the signing of the Brussels Agreement, which lead up to the actual beginning of resolving the issues between Belgrade and Priština. It is also true that this method (persuading the people and oneself) is not the best way to interpret the progress report.
