National strategy of economic development for the period from 2006 to 2012 represents the first document that in a consistent and comprehensive way to define the main development priorities of the country and ways of their implementation in the coming years. The National Strategy defines the main objectives and directions of development towards a modern society, developed economy and better quality of life for all citizens. It is also time association and joining the European Union for the Republic of Serbia which will activate all of its human, material, and geo-strategic natural resources, accelerate the reform process and affirm the new role of the state.

The report:
  • briefly describes the relations between Serbia and the Union;
  • analyses the situation in Serbia in terms of the political criteria for membership;
  • analyses the situation in Serbia on the basis of the economic criteria for membership;
  • reviews Serbia’s capacity to implement European standards, that is, to gradually its legislation and policies with those of the acquis, in line with the Stabilization and Association Agreement and the European Partnership priorities.
The period covered by this report is from 1 October 2005 to early October 2006, and covers only the Republic of Serbia. The former state union of Serbia and Montenegro is mentioned only where necessary. Kosovo is, in accordance with Resolution 1244 of UN Security Council, dealt with in a separate Progress Report. Progress is measured on the basis of decisions taken, legislation adopted and measures implemented. As a rule, legislation or measures which are under preparation or await parliamentary approval have not been taken into account. This approach ensures equal treatment across all reports and permits an objective assessment.

Public administration reform is a complex and long-term process, particularly in countries in transition, where the administration, at central and local level, is generally weak, burdened by a number of problems accumulated over many decades. It is not only a territorial and administrative distribution in the state jurisdiction or issue of the number of employees, nor is it even smaller set of decisions motivated by the current parties in power. On the contrary, the Government of Serbia is aware that the reform of public administration is an important condition for the success of reforms of other segments of society that is inextricably linked with them. The ultimate goal of reform is to provide high quality services to citizens and to create such public administration in Serbia that will significantly contribute to economic stability and quality of living standards, which is of crucial importance for the quality and efficiency of economic and social reforms.
